Default New to DSL (Release Management)

I'm still in the early learning stages of Release Management and I have a small question regarding DSLs.

Out Application Services department uses Microsoft Team Foundation Server (TFS) for it's development lifecycle management system.

Would TFS be a DSL in itself? How would I expect to manage Hard Copy (DVD, CD, Diskette) TFS Sourcecode, and our mainframe (COBOL) apps and sourcecode in one system? Or should I. Should I have different sources but manage the information from one place?

the ITIL literature is not very clear on tools and DSLs in general.
